In this regard it is high time to criticize today’s social engineers who have long been preoccupied with “civil rights” and “civil liberties” at the expense of civil responsibilities. ACRU, however, promotes "a balance between civil rights and civil responsibilities". This includes the concept of more responsible justice systems as to both police authority and our courts to safeguard the public from today’s ongoing record criminal violence. Perhaps more important is the concept of "Responsible Reproduction", for statistics prove that those born out of wedlock and/or from dysfunctional or broken homes, disproportionately populate our jails, prisons and juvenile facilities. In the area of “problem solving”, we have made amazing technological progress. Why, then, have we been declining sociologically? The answer has much to do with our reluctance to prevent thoughtless and irresponsible parents from having children at taxpayer expense – as in the recent case of a welfare recipient producing fourteen children. In so many areas we have become a permissive nation, tolerating the intolerable.

The demographic crisis of the alleged shrinking populations in “Demographic Winter” applies only to productive, industrialized, "Western type" democracies", including Japan – not the impoverished third world. ACRU believes that ultimately a final solution may require targeted population controls. Are the "conservative" authors and promoters of "Demographic Winter" and others blind to "Third World" the demographic facts given here? Consider bankrupt, exploding California: which is becoming an "extension of Mexico" via its millions of prolific ("legal & illegal") Latinos.
